You can drive into Paphos in about 20 minutes either by the A6 motorway or local B6 road (this is the road the resort is on). Parking at the harbour (signposted as 'Tourist Area' is free of charge).
The town is divided into two areas - Kato Paphos which is by the coast, and Ktima - the old town, a couple of kilometres north. By the harbour, you'll find the castle some nice waterside restaurants and craft shops. If you walk beyond these, you can enjoy a paved walkway along the coastline - most people miss it completely! Also near the harbour is the Archeological Park with its famous mosaics.
